BC Bill of Sale (Vehicle)

How it works

Prepare your document, one step at a time.

Answer the questions, choose the download you need, then continue with signing or booking.

  1. 01

When you need a bill of sale in BC

For a vehicle already registered in BC, ICBC needs two documents: the seller's signed original vehicle registration and the Transfer/Tax Form (APV9T), with original signatures from the buyer and the seller. ICBC says all four pages of the form must be complete. A separate bill of sale is not one of the two.

The exception is a vehicle from outside BC that is not registered in your name. Under the Motor Vehicle Act, the buyer has 10 days from the purchase to register the vehicle.

  2. 02

PST on a used vehicle bought privately

A vehicle bought privately in BC is subject to PST, paid when it is registered. For a passenger vehicle, the rate is 12% up to $124,999.99, 15% from $125,000 to $149,999.99, and 20% from $150,000. The tax is on the purchase price or the Canadian Black Book average wholesale value, whichever is greater.

Motor homes, camperized vans and motorcycles of 250 cc or less are not passenger vehicles, so they pay 12% when bought privately. The Ministry of Finance's Bulletin PST 308 explains the appraisal route if the vehicle is worth less than its wholesale value.

  3. 03

Giving a vehicle to family in BC

A gift from a related individual can be exempt from PST with form FIN 319, Gift of a Vehicle, which the donor and the recipient both sign. It applies when the donor paid the tax or was exempt, and only one exempt gift of the same vehicle is allowed in 12 months.

  4. 04

    Missing documents: ICBC's MV1484 declaration

If you bought a vehicle without the documents ICBC needs, ICBC uses the Unregistered Vehicles and Missing Signatures Declaration (MV1484), after a $7 records search. It is a statutory declaration made before a BC notary public, a BC commissioner for taking affidavits or another person the Motor Vehicle Act authorizes. This template does not replace it.

  5. 05

Notarizing a BC bill of sale

ICBC does not ask for a bill of sale or the Transfer/Tax Form to be notarized; the form needs only the buyer's and the seller's signatures.

If the buyer, the seller or a lender wants it sworn, leave the PDF unsigned: it ends with a solemn declaration that a commissioner can take online by video, under Ontario's remote commissioning rules (O. Reg. 431/20). Ask whoever will rely on it whether a declaration commissioned in Ontario suits them.

Frequently asked

Questions about the BC Bill of Sale (Vehicle)

01
Do I need a bill of sale to transfer a vehicle in BC?
Not for a vehicle already registered in BC: ICBC uses the signed original registration and the Transfer/Tax Form (APV9T). ICBC does ask for a signed, dated bill of sale for a vehicle from outside BC that is not registered in your name.
02
Does ICBC have a bill of sale form?
No. ICBC's form is the Transfer/Tax Form (APV9T). It asks for a separate bill of sale for a vehicle from outside BC that is not registered in your name.
03
How long do I have to register a used vehicle in BC?
10 days from the purchase.
04
How much PST do I pay on a used car bought privately in BC?
12% for a passenger vehicle under $125,000, on the purchase price or the Canadian Black Book average wholesale value, whichever is greater. Higher rates apply from $125,000.
05

No. Only the MV1484 declaration, used when documents are missing, is made before a notary or commissioner, and ICBC's form names a BC notary, a BC commissioner or a person the Motor Vehicle Act authorizes.
06
Can I fill in a BC bill of sale online?
Yes. Type the details into the form on this page, then download the PDF and print it for signing.
