About this document

What Service New Brunswick asks for
Bring the bill of sale and the registration certificate. The seller signs both pages of the certificate, and the buyer's name and address go on the Application for Transfer on its back. The vehicle cannot be driven until the registration is recorded in the buyer's name.
That Application for Transfer can itself serve as the bill of sale. If you cannot get the transfer signed, Service New Brunswick lists a Registration Affidavit, sworn before a commissioner of oaths or a justice of the peace.
- 02
Provincial Vehicle Tax
A used vehicle bought privately is subject to 15% Provincial Vehicle Tax on its fair value, collected by Service New Brunswick when you register it. Fair value is the greatest of the price on a valid bill of sale, the average wholesale value (the Canadian Red Book for motor vehicles, the Canadian Sport Vehicle Blue Book for motorcycles and off-road vehicles), or a value the province sets. If the price is no more than $1,000 below wholesale, the price is used.
The minimum fair value is $1,000 for a motor vehicle and $500 for a motorcycle or off-road vehicle.
- 03
Giving a vehicle to family
A gift between immediate family members can be exempt when the donor paid the tax and the vehicle was not given as an exempt gift in the past 12 months. The donor and the recipient sign a Family Gift Affidavit at Service New Brunswick, with proof of the relationship, and both must be there.
- 04
Notarizing a New Brunswick bill of sale
Service New Brunswick's sample template ends with the seller's and the buyer's signatures, and its bulletin on bills of sale lists no notarization.
If the buyer, the seller or a lender wants it sworn, leave the PDF unsigned: it ends with a solemn declaration that a commissioner can take online by video, under Ontario's remote commissioning rules (O. Reg. 431/20). Ask whoever will rely on it whether a declaration commissioned in Ontario suits them.
