How it works

Prepare your document, one step at a time.

Answer the questions, choose the download you need, then continue with signing or booking.

    What MPI asks for

To register a vehicle bought privately, MPI asks for three documents. Bring the originals; MPI says copies may be accepted if they are complete and legible.

    • A bill of sale with every required detail, signed by all buyers and sellers.
    • The Transfer of Ownership Document on the back of the registration card, with the date and odometer reading, signed by the seller and the buyer.
    • A valid Certificate of Inspection.
  2. 02

    When to register

Register and insure the vehicle before you drive it. If you are replacing a vehicle you just sold or disposed of, MPI gives you seven days to register the replacement using your old plates.

  3. 03

Retail sales tax on a private sale

A vehicle bought privately in Manitoba is subject to 7% retail sales tax, collected by MPI or the Autopac agent when you register it. For a car, light truck, SUV or van, the tax is on the purchase price or the Canadian Black Book average wholesale value, whichever is greater. Motorcycles, ATVs, UTVs and snowmobiles use the Canadian Blue Book instead, and buses, trailers and motor homes are taxed on the purchase price.

A gift from a qualifying family member can be exempt. Manitoba asks for a written note from the previous owner stating the gift and the family relationship; siblings, cousins, aunts and uncles do not qualify.

  4. 04

Notarizing a Manitoba bill of sale

MPI's sample bill of sale ends with the seller's and the buyer's signatures and has no line for a commissioner. MPI's Statutory Declaration & Indemnification Agreement is for estate transfers, not for a missing bill of sale.

If the buyer, the seller or a lender wants it sworn, leave the PDF unsigned: it ends with a solemn declaration that a commissioner can take online by video, under Ontario's remote commissioning rules (O. Reg. 431/20). Ask whoever will rely on it whether a declaration commissioned in Ontario suits them.
