About this document

What is a consent letter for an unaccompanied minor?
It is a letter, sworn before a notary, in which the parents or guardians confirm that their child may travel alone on a named trip. It says who will hand the child over at departure and who will meet the child on arrival, so staff and officials can check that the right adult is waiting.
Global Affairs Canada lists a child travelling alone among the situations where a consent letter should be carried, and recommends one for any child under 19 who travels abroad without both parents.
- 02
When you need one
Prepare this letter when:
- a child uses an airline's unaccompanied-minor service;
- a teenager flies, takes a train or bus, or crosses a border alone;
- a child flies alone to visit a parent or relatives in another country;
- an airline, exchange program or host family asks for written parental consent.
- 03
What to include
Have these details ready:
- the child's full name and date of birth, as on the passport;
- the carrier, flight number or route, and the departure and return dates;
- for each handover, the adult's name, relationship to the child, phone number and the ID they will show;
- where the child will stay, and how to reach each parent during the trip.
- 04
Common mistakes
Avoid these:
- Naming a meeting adult who will not carry the ID listed in the letter.
- Booking before checking the carrier's own rules for children travelling alone.
- Leaving out the return trip when the child is coming back.
- Carrying only a digital copy. Officials may not accept it.
- 05
How to get it notarized in Ontario
Fill in the form on this page and download the PDF. Do not sign it yet: each parent or guardian swears or affirms the letter and signs it in front of the notary.
You can swear it before a notary by video from anywhere in Ontario, and both parents can join the same call from different places; you receive a commissioned electronic PDF. Global Affairs Canada says original signed letters are best and that officials may not accept digital versions, so for a trip across a border you can book an in-person mobile visit instead, and the notary signs and seals a paper original.

Frequently asked
Questions about the Consent Letter for an Unaccompanied Minor Travelling Alone
- Does the airline still need its own form?
- Usually, yes. Airlines that offer an unaccompanied-minor service have their own forms, fees and age limits. This letter adds sworn proof of parental consent; it does not replace the carrier's paperwork.
- At what age can a child travel alone?
- Each airline or carrier sets its own minimum ages and decides when its unaccompanied-minor service is required. Check with the carrier before you book.
- Who should sign the letter?
- Every parent or guardian with decision-making responsibility. If you alone hold it, choose that option on the form, state the basis, and send a copy of the court order or death certificate with the child.
- Is a letter sworn by video accepted at the border?
- A letter commissioned by video is an electronic PDF. Global Affairs Canada says original signed letters are best and that officials may not accept copies or digital versions, so for travel across a border consider having the notary sign and seal a paper original in person.
- What should I bring to the appointment?
- Government-issued photo ID for each parent or guardian signing, and the completed letter, unsigned.
