Scarborough residents can swear an affidavit or make a statutory declaration before an Ontario Notary Public over a secure video appointment under O. Reg. 431/20, without crossing the city to do it.

Online or in person

What can be done online — and what needs an in-person visit

Not every document can be commissioned remotely. Here is the honest split for Scarborough clients. See how our online notary service works.

Scarborough: university and college campuses, three hospitals and an IRCC office

The University of Toronto Scarborough on Military Trail and Centennial College’s Progress Campus on Progress Avenue bring student paperwork with them: statutory declarations for OSAP and proof of residency, affidavits explaining a name spelled two ways on two documents, and declarations a program asks applicants to swear. Each of these can be sworn over video and uploaded as a sealed PDF.

IRCC keeps an appointment-only office at 325 Milner Avenue in Scarborough. The sworn documents that go into an immigration file, though, are federal documents: a statutory declaration of common-law union, an invitation letter for a relative visiting from abroad, or an affidavit explaining a discrepancy between two records can be commissioned online from wherever you join the call.

Scarborough Health Network runs three hospitals in the district: General on Lawrence Avenue East, Birchmount on Birchmount Road and Centenary on Ellesmere Road. An admission is a common moment for a family to find that no power of attorney was ever signed. A power of attorney or a will is signed in person in front of two qualifying witnesses, and a spouse or an adult child cannot be one, so on a mobile visit the notary comes to the room, acts as one witness, can bring an additional witness on request (an additional charge applies), and takes the affidavit of execution before leaving.

Certified true copies are the one common request that cannot be handled remotely, because the notary has to hold the paper original. For a transcript, a foreign diploma or an identity document that needs certifying, book a mobile visit and have the originals ready at home.
